Developer Mode is an official Microsoft feature on retail Xbox consoles. It unlocks sideloaded UWP apps — that is how RetroArch, XBSX2 and the PS5X emulator run on Xbox. Here is the full setup, and how to switch back.
Go to partner.microsoft.com (Microsoft Partner Center), sign in with your Microsoft account, and register as an individual developer. Pay the one-time registration fee (about US$19, varies slightly by region). Wait until the dashboard confirms your developer account is active — this can take a few minutes to a day.
On your Xbox in normal (Retail) Mode, open the Microsoft Store and search for Xbox Dev Mode. Install and launch it. It will display an activation code and a setup URL (something like https://xboxdevelopers.microsoft.com/activate).
On your PC or phone, open the activation URL from step 2, sign in with the same Partner Center account, and enter the code shown on the console. Confirm activation ties your console hardware to your developer account. This does not jailbreak anything.
In the Xbox Dev Mode app, select Switch and restart. The console reboots into Developer Mode and lands on Dev Home. The first boot is noticeably slower — expected. Do not unplug the console during this step.
In Dev Home, open the Setup area and allocate at least 5GB of storage for development apps. This matters: in Developer Mode the foreground memory budget is ~5GB instead of the 1GB retail cap.
In Dev Home, go to Settings → Remote Access and enable the Xbox Device Portal. Tick "Require authentication" and set a username and password. Dev Home shows a local address like https://192.168.1.50:11443 — open it from your PC's browser to sideload packages.
No. Developer Mode is an official Microsoft feature. Bans relate to piracy and retail-mode exploits — not to documented Developer Mode use. Read more: Is PS5X safe?

Developer Mode is just the environment. The PS5X emulator is deployed into it as an .msixbundle through the Device Portal. Follow the PS5X install guide.
